On Monday, a U.N. fact-finding mission on Libya said it had reasonable grounds to suspect war crimes and crimes against humanity, including against migrants, and will report its findings to the International Criminal Court (ICC).

In its final report to the Geneva-based Human Rights Council, the mission, investigating atrocities in the North African country since 2016, found that state security personnel and armed groups committed infractions.

The three independent investigators found “overwhelming evidence” of systemic torture of migrants, thousands of whom pass the nation annually.

It also suspected sexual enslavement.
