In an interview with the German news magazine Spiegel published on Tuesday, the head of the European Investment Bank recommended a new fund to counter the subsidies granted by the United States Inflation Reduction Act.

Werner Hoyer stated that while a capital increase for the bank would not be necessary for the creation of the fund, financial guarantees would need to be provided by either the European Union or member states
