Senate Border Amendment Battles Inch Closer to Midnight Shutdown Deadline
As the midnight deadline for a government shutdown looms, the Senate finds itself at a temporary standstill over government funding, with Republicans demanding multiple amendment votes related to border security and immigration.
Several GOP senators have indicated that around 10-12 amendments are still under discussion, leaving the House-passed government funding bill in a state of uncertainty. All 100 senators must reach an agreement to proceed with voting on the extensive spending package before the Friday night deadline.
Failure to reach consensus on amendments could lead to a Republican objection to advancing on Friday, potentially delaying the vote into the weekend and triggering at least a brief partial shutdown.
Senator Tom Cotton highlighted that all 49 Republicans are prepared to vote immediately, but blamed Democratic opposition for obstructing two specific GOP amendment requests. These requests include the Laken Riley amendment, which seeks justice for the murder of Laken Riley and other illegal criminals, and an amendment prohibiting charter flights for illegal aliens entering the country.
Senator Ted Cruz characterized the situation as “still up in the air,” citing various amendment requests, including one to block the Biden administration from lifting sanctions on Iran.
Senator Mike Lee noted that several amendments have an immigration focus. He mentioned that Republicans are seeking to adjust some amendment requests to require a majority threshold for passage, while others would require a 60-vote threshold.
Senators are scheduled to commence a two-week recess following the passage of the funding legislation. Majority Leader Chuck Schumer has prepared a procedural motion to schedule a vote on the bill for Sunday if an agreement is not reached sooner.
Even if Democratic leadership allows amendment votes, it is unlikely that any would be adopted. Modifying the bill at this stage would likely result in a brief shutdown, as the House has already adjourned.
