On Monday, the U.S. urged the U.N. Security Council to denounce North Korea’s ballistic missile tests and encourage negotiation, saying that the 15-member body’s inaction was hazardous.
China and Russia oppose Security Council action because they believe it will harm North Korea. Last May, they blocked a U.S.-led effort to impose new U.N. sanctions on North Korea.
“The fact is that those who shelter the DPRK (North Korea) from the repercussions of its escalating missile program.
Such remarks require unanimity.
In December 2017, the council imposed further sanctions on North Korea over its missile and nuclear weapons programs.
China’s Deputy U.N. Ambassador Dai Bing said repeated council sessions and calls for further sanctions on North Korea “neither reflects the positive role of relieving the situation, nor delivers fresh ideas suitable for settling the problem.”

Linda Thomas-Greenfield, U.S. Ambassador to the U.N., warned testing risked war in Asia and the globe.
“The council’s inaction is appalling.”
So dangerous, Linda suggested the Security Council adopt a presidential statement, one step below a resolution, to denounce North Korea’s behavior and encourage negotiation.
